Open windows Bluetooth settings and connect there. Ubisoft Connect has nothing to do with it. Virtually all PC games of the last 15 years have native Xbox controller support and will just work when plugged in. You don't have to use any special settings in Steam, Ubisoft Connect or any other DRM-laden launcher.
